Ward 3 City Councillor
Andrew Yule (he/him)
A lifelong resident of Ward 3, Andrew continues to make his home in Coventry Hills, where he and his wife are raising their three children.
For more than a decade, Andrew has been a dedicated advocate for his community - a commitment that was recognized in 2023, when he was awarded the Queen’s Platinum Jubilee Medal for his service and contributions.
In October 2025, Andrew was elected to represent Ward 3 on Calgary City Council and currently serves as City Councillor. He believes his combined experience in both the corporate and non-profit sectors provides a strong foundation for effective, collaborative, and community-focused leadership. Outside his duties at City Hall, Andrew loves being in nature, all things Batman, and watching Football games with his family.
Executive Advisor
Briana Stallcup (she/her)
Briana brings a thoughtful, analytical lens and a deep focus on community to her work at City Hall. With a degree in Economics and a background in the non-profit sector, she’s passionate about connecting strong policy with real-world impact. After serving last term with the previous Ward 3 Councillor, she’s excited to support Councillor Yule and the Ward 3 team through policy development, community engagement, and day to day office operations.
Originally from the United States, Briana has proudly called Calgary home for the past decade. Outside the political world, she’s a devoted cat lover, happiest near water, and loves a good horror movie.
Communications Advisor
Jessica Duchin-Thorburn (she/her)
With a background in photography, visual arts, and urban environmentalism, Jessica guides communications and storytelling for Ward 3, helping translate City initiatives into approachable information that residents can connect with. After spending the past four years at City Hall working in Ward 9, she’s excited to bring her experience, heart, and community-focused perspective to Ward 3.
Outside the office, Jessica is an avid reader, music lover, not-too-shabby baker, and a regular on the sidelines cheering on her son at baseball games (so much baseball).
Constituent & Community Liaison
Elladee Windsor (she/her)
Drawing on her background in philosophy and social work, Elladee approaches her work through an ethics-driven, person-centered lens. Her experience in political organizing and advocacy has shaped a strong commitment to connecting residents with decision‑making processes. She brings with her an emphasis on transparency and meaningful engagement which is an approach she's excited to carry forward with the Ward 3 team.
As a board member of her local community association, she is especially passionate about volunteering and strengthening neighbourhood connections.
When away from work, Elladee is a novice but enthusiastic skier who loves learning new things - currently embroidery and darning - and dancing in the kitchen with her toddler.
