How to Participate in a Public Hearing

Your voice matters at City Hall, and there are several ways to make it heard.

What is a Public Hearing?

Public Hearings are formal meetings where City Council hears directly from residents, businesses, and organizations about proposed land use changes, planning matters, and bylaws. They're typically held once a month, and participation is open to everyone.

All meetings begin at 9:30 am and are held in Council Chambers at the Municipal Building (800 Macleod Trail SE). You can view the full meeting calendar at calgary.ca/council.
 

Ways to Participate in Public Hearings

Speak in Person or by Phone

Register to speak using the online Public Submission Form at calgary.ca/publicsubmissions. In-person speakers can also register on the day of the meeting when they arrive at City Hall. If you plan to join by phone, please pre-register in advance so City Clerks has time to send you call-in instructions. Each speaker is given up to five minutes to present, and Council may ask follow-up questions after you speak.

Submit Written Comments

If you are unable to attend the Public Hearing or prefer not to speak publicly, written submissions are also accepted. Use the same Public Submission Form at calgary.ca/publicsubmissions. Written comments will be circulated with the meeting agenda and become part of the official public record.

Accessing City Hall

The City offers two programs to make attending Council meetings easier:

 

Free Transit Tickets

Two complimentary transit tickets are available to in-person participants on the day of their presentation. Bring a valid same-day proof of payment (validated ticket or bus transfer) to qualify.

 

Free Parking

Residents can receive up to 6 hours of complimentary parking in CPA Lot 36 - the City Hall Underground Parkade at 322 9 Ave SE - available to in-person participants on the day of their presentation.

 

To access either program, register through the Public Submission Form at calgary.ca/publicsubmissions and details will be included in your confirmation.
